multi-measure rest position

Is there a way to set the global position of multimeasure rest numbers? 
The default is, obviously, above the staff.  Since I'll be making
frequent use of the \markup capabilities I want to put all of the rest
numbers below the staff since the tempo markings will be above.  I will
have to indicate the measure numbers in cases where I will be putting
text above the block rest but in other cases I would rather it be
automatic.
