RedHat7.3 and Windows

Two questions:

1) Is there a working version available for RedHat 7.3?  I cannot
build from source and there are no versions earlier that 1.6 on the
web site.  I did have 1.4 running once, but have had a disk crash since
then.

2) Is there a windows version that is down-loadable?  None of my
Windows machines are net-connected, so clicking on an .exe file is
useless.
