Certainly! This is mentioned in the section on key signatures
in the manual. However, to see an example of how this is done,
I recommend to go www.lilypond.org -> Documentation (for the LilyPond
version you have) -> Regression Tests and find the example
key-signature-scordatura.ly.
The syntax is documented at the page pointed to by the link
"Staff" in the section on Key Signatures.
