version 2.6 and Cygwin status?

I, like many, failed to get the Cygwin version to run completely. What is the status of that package? I had tried to uninstall 2.6 and go back to the previous level, but can't get that to run any more.
A related question is, what is the approved way of installing Lilypond on Windows. Cygwin was at first the only way I could install Lilypond but now there is also a Windows installer, as well.
