I just tried it on Windows for the first time (XP), and it worked 
perfectly on a test file here, too, using the cmd prompt. I did 
the same commands as I use on Linux:

  convert-ly foobar.ly > noofoobar.ly

and also

  convert-ly -e foobar.ly

and both worked as expected.
