I have a question: why the \slurDown instruction is ignored in the
following snippet?

Hi,

Simply because it's not a slut, it's a tie (see http://lilypond.org/doc/v2.13/Documentation/user/lilypond/Writing-rhythms#Ties ).
Use \tieDown instead, it works !  ;-)
