I use a program called Frescobaldi, which has a wonderful new score setup tool. The tool asks about things like instruments, lyrics, key, tempo and so on, then generates an outline for you. What you are describing above sounds exactly like this.

Another feature that I really enjoy, is that you can polish a piece so that it is exactly what you want, then save a cut down version as a template. Next tine you do a similar piece, you can create "New from template". This means you can build up a library of templates for different purposes, so all your hymns could start from a common template, other SATB pieces could use a different one.
