Yeah, using \tuplet won't solve that problem. You'll want to use at least one additional \tempo to slow it down as desired. You can then use

\set Score.tempoHideNote = ##t

right before the slower tempos and then it will only affect playback and won't be engraved, too.

May be I am using tuplet wrongly here.  What I am looking for is midi sound track that will extent the 8th-note to qtr-note or half-note.  i.e. three fermata  that will sound three quarter-note  or three half-note when play the midi.  I code tuplet hoping the midi will sound extended, but I got bar check failed error.

I'm not sure I understand what you are asking... What kind of tuplet are
you trying to create relative to the notes with fermatas?
