Of course they can!

The doc doesn’t explicitly exclude unequal durations, such as:

        \repeat tremolo 8 { c16 d8 }

Is that meaningful from a musical point of view? Should the doc mention that 
case, either positively or negatively?

No, it’s not meaningful (or rather, there’s no notation for that). I don’t think the docs should mention it; you might be the first one to come up with the idea… :-)
