It depends what appearance you want.

If the refrain takes an integral number of lines, just precede each
verse but the first with   \repeat unfold N " "   where N is the
number of syllables. LP will collapse the extra vertical space.

If the refrain doesn't, do you want a rectangle of white space
or not? You can always repeat the words if there are just a few.
Earlier printers would put lines of ditto marks; not fashionable
nowadays.

It looks as if there's an Amen in your example; the same applies
there, except you obviously can't repeat it in the earlier verses,
and you don't need fill with \repeat either.
