[Ltib] [Bug] umask 0077

Hi Stuart,

Emile raised a LTIB bug.
"Currently LTIB doesn't work properly in environments with restrictive
umasks as
0077. This comes down mostly to packages that wrongly use cp/mkdir
instead of
install."

I think the default value of umask (022) is same as that in in
/etc/profile.
But I'm not sure the impact on LTIB. How do you think about it?
