This would be the result of not validating against the HTML 4.0 DTD (e.g.
a missing DOCTYPE).

I would consider this attribute, if defined, to be deprecated.

TAB requires the HTML 3.0 DTD, which was a dead end. If you want both
this and HTML 4.0 features in a valid document, you will need to write
a merged DTD.

Probably missing DOCTYPE.
