Not an ITRANS user, but as a user of the Devanagari script in general, the arrow symbol is no more common in Devanagari writing that in English writing. In other words, it's pretty rare.
IMHO it shouldn't be included in an input method meant for public use.

"त्र" can be inputted just fine using the key sequence "tra".
That rule (along with the neighbouring keybindings for "#", "$", and "*") seems to have been imported from the InScript layout, but these four rules look quite out-of-place in ITRANS.
