latest is 1/1/14

I'm not sure which branch of m4.git you are looking at.  Most recent
development has been on the branch-1.4 branch, and not on the master
branch; I wish I had more time to devote to at least getting 1.6 out the
door and bringing master up-to-date with fixes that have already been
pushed to 1.4.

Do NOT use the master branch (1.9a...) for bootstrapping.  It is highly
experimental still, and NOT ready for release yet.
