[Mingw-cross-env-list] lzo.mk proposal

Hey,

here's my first proposal for build the lzo library 
(http://www.oberhumer.com/opensource/lzo/) that I need for MKVToolNix. 
As it uses configure it's pretty straight-forward.

As this is my first .mk file for this project I'm a bit unsure about 
the ...UPDATE target. Is this supposed to print the version number of 
the latest release? If so I think I've got it right.

Tested in a fresh checkout of mingw-cross-env in order to make sure gcc 
is the only dependency.
