Summary:  Mldonkey sometimes ignores the max_hard_download_rate option

Original Submission:  The Mldonkey core sometimes ignores the 
max_hard_download_rate 
and downloads with much higher speed. (As seen by the download status and even 
by a MRTG statistics on a line.) This bug wasn't there in the 1.16 version 
although I'm not totally sure.

The option seems to be ignored when there are many sources for the file and 
many of them upload to me concurrently.
