[Mldonkey-users] What is the meaning of "Waiting" Status

I am using the CVS mlnet (2.5-4+2, Dec 17) and many of
my files show the state as "Waiting". I want to know
exactly what exactly it means. 

In addition to this what the meaning of "queued" and
"queued out".
