WHat I'd like to do for version 4.0 is this:

Whenever we start/stop whatever, we have all the state info in an external
data source. We then figure out which processes need to be changed, and
build a list of stop-stop-start-start-start.
In any case, I think that with the right thought into designing the data
structure, the processes that we use can be much simplified.
