TO-DO - update boiler plate

We need to update the boiler plate license to 2003, the best thing is to update
every file, but at least update new files we'll check in and also version().
Any volunteers? If not I can do it on Friday before the release.

This one-liner should do the trick I think? (warning, untested):

perl -pi -e 's#Copyright (C), 2000-2002#Copyright (C), 2000-2003#' * */*
