No, because delete conflicts with suturing, so that would lead to an ncc.

Why is that? If one user wants to suture 1 and 2 together, a second user 
wants to delete 1 and a third user wants to delete 2 (to resolve a ncc - 
in the most common case), why should monotone decide that the first user 
is right and prefer suturing over the other user's resolution of the ncc?
