Mine is 4.12 as well, but Xfce-terminal is 0.6.3.  I went ahead and
manually upgraded to Xfce-terminal 0.8.6, and now $TERM is set properly.

If 256 colors aren't available, which they aren't always guaranteed to
be, going back to the closest specified 16-color equivalents is, by
definition, a fallback.  Kindly do not tell me what I mean here.
