to make it work, I also had to create those:

$HOME/.netpanzer/cache/colorfilters/netp
$HOME/.netpanzer/cache/colorfilters/netpmenu


Works fine on my Debian Sid (Unstable).
I also had to touch config.mak in src/
and to install separatly physfs.
