You're trying to solve the problem in the wrong place.

You need to configure nmh to submit mail locally using the 'sendmail' 
transport. Then, configure your MTA to deliver bare addresses locally, and 
relay everything else to your ISP.

Note that you must use the sendmail transport if you want "To: me" to work.  If 
you use SMTP to submit to localhost, your local MTA will insist on fully 
qualified addresses (as is required by the SMTP protocol).
