The -fdefault-integer-8 option should not go in FFLAGS, but if it is not
being used everywhere needed, it should be added to those commands that
require it.

If you change the mkoctfile script, then please also remember to change the
mkoctfile.cc program.  Or, we should be using the compiled program on all
systems so we can avoid the extra work caused by having to maintain two
programs that do the same job.
