As the commands issued by the OP work on my box (also WinXP SP3 w Octave-3.6.1
MinGW), and I'm very suspicious that this is in fact a duplicate of bug
#35769, I'll close this bug with "works for me".

To repeat from bug #35769,

It can always be reopened if you report that your example code crashes with
all 9 (nine) libblas.dll versions in /bin in the latest octave-3.6.1-MinGW
drop.
