Follow-up Comment #4, bug #36255 (project octave):
Oops, as Jordi pointed out FLTK cannot be
used until off-screen plotting is fixed.
So, for now, just setting --enable-docs=no
if gnuplot is not present, or equivalent
is the right fix.
