Because 3.2.4 is ancient, the problem has been fixed in newer releases, and
the problem is with installing oct2mat, not with Octave itself. When you
install packages from 3.2.4, don't install oct2mat, or install a newer version
of Octave.

And read the wiki link again. It has 3.6.1 Windows builds.
