Follow-up Comment #15, bug #36903 (project octave):
3.6.4 is on the stable branch of Octave. The patch was committed to the
development branch which will become 3.8.0 or 4.0.0 depending on what the next
release is.
This wasn't a critical fix that needed to be backported to stable.
Incidentally, if you are using a 3.6.4 tarball you shouldn't need to build the
documentation because it has already been pre-built and shipped inside the
tarball.
