Follow-up Comment #3, bug #38424 (project octave):
Thanks for checking in to this. I don't think this is Octave's fault. We use
gnulib for the gettimeofday function and the changeset you identified is one
in which we synced our gnulib repository to the latest gnulib repository.
This brought in their changes which may not have been perfect.
I think you will need to take up the question with the gnulib folks. They
have been pretty responsive, in particular Paul Eggert has shown up on the
Octave Maintainers list in regard to other problems we were having.
If I had to guess, this changeset looks suspicious
