John,

I think that for now the change that you propose
of making --no-gui mean --no-gui-libs is OK.

But, what do you mean by "graphics may not work"?
If this change breaks the standard usage of fltk
and gnuplot, then I think that has to be fixed.

I just tried a number of plots using fltk and saw
no problems.
