Yes this looks to be a Windows all flavors GUI issue:

My tests in comment #1 were run in the GUI.
In the CLI, however, all dec2base tests pass - both invoking
__run_test_suite.m and with "test dec2base". Same as Rik.

This is both on XP and Win7. Time permitting I might try tomorrow at work on
Win8 as well but I think that's overkill.

If the Windows GUI code would modify FPU registers, why would
__run_test_suite__.m results not be affected?
