Follow-up Comment #6, bug #40689 (project octave):
I don't think the changeset would have any impact on startup time of the GUI.
If you agree with the necessity of the changeset and the possible workaround
in Windows (it's easy enough to associate a shortcut with octave-gui.exe
instead of octave.exe), please close this bug report.
