Follow-up Comment #1:

I just tried installing again and then did 


$ ls /usr/local/octave/3.8.0/bin/gsed 
/usr/local/octave/3.8.0/bin/gsed



so gsed does appear to be in the distribution,
could you please check on your machine whith the same
command as above?

which version of the installer did you uuse?
is it version 6 currently on Octave Forge?

Did you change any default install options?
