arpack-ng removed the duplicate and apparently buggy BLAS libraries a long

Are you sure you're getting a modified dlahqr from arpack-ng and not from the
old arpack?

At any rate, can we conclude at this point that this is not a bug in Octave,
but in the libraries linked in to Octave? I think so. I'm closing this bug as
invalid. If you disagree and think the bug is in Octave, we can reopen it.
