I haven't tested your patch, but it looks like there is some inconsistency
with the definition of ENABLE_OCTAVE. The default value doesn't have a
trailing dash but two of the individual settings do.
Is OCTAVE_BUILD really needed? Where is it used?
It looks like the STABLE_BUILD variable is eliminated but that would still be
used in the binary-dist-rules.mk file.
