Details:

i am trying to install some forge packages and when i use 
pkg install -forge (package name) i get 
pkg: unable to find the mkoctfile command, Octave installation is incomplete

and i got the mkoctfile and i can launch it from terminal and get version no
which mkoctfile, version 4.0.0
