Follow-up Comment #3, bug #45227 (project octave):
Ok, then the error message looks correct to me, you have not finished
installing Octave properly.
How did you build and install Octave? Did you run the "make install" step? Are
you trying to use Octave out of the build directory with the "run-octave"
script and trying to install packages?
