Follow-up Comment #24, bug #45540 (project octave):
So AFAIU moving the mouse over the figure is no more an issue right? If so
this report can be closed and we can discuss the remaining issue in bug
#45863.
The problem may still be related to GL_SELECT mode: as explained in comment #7
clicking on the figure will trigger the object selection mechanism in order to
be able to honor buttonxxxfcn.
