Here is more data, as this isn't just an umlaut problem:

Latin, extended Latin, Greek, Cyrillic: print properly on GUI, can be entered
properly via GUI, print OK on CLI with some cramped accents occasionally, not
reliable entering them from keyboard on CLI.

CJK, Indic and Thai: print properly on GUI, some rare difficulties in entering
via GUI (combination chars), print very badly on CLI (no combinations at all),
cannot be entered without mangling badly on CLI.

Armenian, Georgian, Arabic, Hebrew, Farsi, Ethiopic scripts: cannot evaluate
due to unfamiliarity.

Textread and fprintf work fine for a Unicode sample file with multiple scripts
listed above.

Strfind, strrep, and textscan are OK for Latin, extended Latin, Greek,
Cyrillic. Not OK for Thai, Indic, (fail on combination characters). CJK looks
OK but needs more testing.


All the above on Debian Jessie, standard terminal for CLI, Qt for Octave GUI.
