Follow-up Comment #10, bug #47571 (project octave):

update to comment #9:

Now I tried directly in the commandline of the GUI of octave 4.0.0:

>> [Status, Text]=dos("chcp 65001")
Status = 0
Text = Aktive Codepage: 65001.

But I still cannot enter umlauts and also cut&paste of umlauts does not work.
