To comment #14:

After entering or copy&Pasting length('Müller') I get
>> length('Mller')
ans =  5

I also observed that an 'ä' is interpreted as deletion of the rest of a word.
For example, if I enter 12345 67890 in the CLI, move the cursor between 2 and
3 and press 'ä' then 345 disappears.

It seems that the umlauts are misinterpreted or not entered at all in the
commend buffer of Octave in Windows. So where are they going to and where are
they filtered out or misinterpreted?
