Details:

Matlab, like most applications that use ctrl+PageUp / ctrl+PageDown to shift
between tabs, uses ctrl+PageDown to go to the "next" tab to the right.

Octave by default uses ctrl+PageDown to go left.

The attached patch fixes the defaults.  For it to take effect, the stored key
settings for ctrl+PageUp and ctrl+PageDown need to be deleted from
~/.config/octave/qt-settings.
