I would consider 
qt (interactive) 
pngcairo (raster, hardcopy) 
pdfcairo (vector, hardcopy) 
are absolute minimum. Those are self-consistent (same fonts, linetypes,
colors) and cross-platform. 

For qt
qt5 is required

For
pngcairo (raster, hardcopy) 
pdfcairo (vector, hardcopy) 

cairo , glib, libffi, pango, and pixman libraries are required.

The mk files for those libraries already exist in src directory.
But I do not know how to add mxe-octave system builds those. 

In my opnion, wxt terminal (with wxwidges libraries) and lua terminal is
better to be added.
