Follow-up Comment #3, bug #52102 (project octave):
..and AFAICS it seems to have been fixed here:

Unfortunately for the OP the 4.2.1. installer has been created long before
this issue was fixed. I'm unsure if the patch has ever been tested on Windows
8.1, but looking into the above patch I think it should work fine.
I'll cc JohnD, if he agrees this bug can be closed as duplicate of bug #50552.
