Follow-up Comment #1, bug #53370 (project octave):

Which version of Windows?

Maybe have a look at bug #53370, but I think that is a very different bug.
On my Windows systems (win10 and win7) Octave-4.2.2 64-bit runs fine so I tend
to set status to "works for me".

Ah but you extracted zip archive contents to a subdir; that may work but you
are on your own then ... why didn't you just *run* the *installer*?
FYI you need to run "octave-gui --force-gui", after having set the necessary
PATHs and environment settings. The installer will set up all that for you.
Afterwards you can move the install subdir around, just adapt the shortcut
target then.
