I will leave it to you if you want to reopen this.

Please try the following after starting Octave to see if this brings back the
behavior that you like:


readline_read_init_file (sprintf ("%s%s%s",
                                  __octave_config_info__ ("startupfiledir"),
                                  filesep, "inputrc"));


This is copied verbatim from scripts/startup/version-rcfile.
