This is the GUI the Command Window part. 
octave-cli works.

Yes the box is checked see attached. Tried un-ckecking box,closing then
reopening, checking the box. Same issue

Mike,
All I did was an apt-get update, and I noticed this. Note for regular terminal
(not Octave) the bindings work as expected.
So I do not know where this could be.
