Follow-up Comment #40:

I checked in the nuclear option.  I used the shell cmd


del /Q /S %LOCALAPPDATA%\fontconfig\cache\ >nul 2>&1


with the redirection needed to suppress the output.

I'm going to close this report, but it can still be posted to if there are
future problems.
