It has always been the case. This is a special case where the pdf figure is
generated by Latex, not Octave. You can look at the html version of the manual
(section 15.2.9) or directly at extended.png and you should see that it is
correctly generated with freesans font by Octave.
BTW this section of the manual should be reworded so that :
* it is clear that the html and pdf versions don't use the same figure
generation pipeline.
* erroneous statements about the "latex" renderer are removed
