Details:

This is an implementation of *histcounts*, a function missing from Octave thus
far. If this is acceptable, I'll look into submitting a patch for *histogram*
(next week?).

The principal files are *histcounts.m* and *histcountsbin.cc*.

I've included a tar with functions for testing. It is a relatively large
function, but most of the search space should be hit by them. To run a test,
just run *paralleltest*. You'll need pkg:parallel and MATLAB installed.

Some cleanup may be needed in the C++ file, I apologize for my lack of
experience. It will take a while to compile because it accommodates for
integer types.
